VIES error codes

VIES returns terse codes with no explanation and no SLA. Here is what each one actually means and who can do something about it.

• MS_MAX_CONCURRENT_REQ — Not your code. Not your IP. Not your rate limit.
• MS_UNAVAILABLE — Not your code.
• GLOBAL_MAX_CONCURRENT_REQ — Not your code.
• SERVICE_UNAVAILABLE — Not your code.
• TIMEOUT — Usually not your code — but check your own client timeout is not too aggressive.
• INVALID_INPUT — Your input.
• INVALID_REQUESTER_INFO — Your input.
• VAT_BLOCKED — Neither — it is a policy decision by that member state.
• IP_BLOCKED — Your infrastructure.
